We are looking for an experienced Technical Writer / Solution Writer to support the preparation of technical award criteria documents for tenders with EU Institutions and Agencies. This includes both drafting and reviewing responsibilities. You will report to the Director of Business Development European Institutions EUI-R (based in Brussels) and collaborate closely with subject-matter experts and bid managers to develop clear, compelling, and compliant technical responses across a broad range of IT-related domains.
Responsibilities
Analyse tender specifications and contribute requirements briefs towards Go/No-Go decisions for technical aspects.
Coordinate technical development processes, timelines, and stakeholder contributions.
Manage technical award parts (support content creation, development, editorial review, and proposal production for technical award criteria).
Organise and facilitate key meetings with IT experts.
Maintain up-to-date bid libraries and documentation (technical parts) on SharePoint/Teams.
Liaise with internal teams (IT experts, IT departments) and external stakeholders.
Participate in solution development workshops and meetings.
Translate complex technical concepts into clear, persuasive, and structured content tailored to the evaluation criteria.
Ensure consistency, compliance, and alignment with EU procurement guidelines and client-specific instructions.
Track and apply feedback from previous evaluations and lessons learned to continuously improve proposal quality.
Support the adaptation of existing content to specific tender contexts and new service domains.
Work collaboratively with graphic designers and bid coordinators to produce polished and visually coherent deliverables.
Ensure version control, deadline compliance, and final quality checks of submission-ready documents.
Profile
Minimum of 6 years’ experience in technical writing and drafting high-quality proposals for EU Institutions tenders for services concerned with the Information and Communications Technologies.
Proven ability to understand and address business and service requirements in response to EU institutional calls for tenders.
Academic background: BSc, MSc, and/or PhD in IT or related fields.
Excellent command of the English language, both written and spoken; fluency in additional languages is an asset.
Familiarity with business analysis, requirements engineering, service architecture, quality engineering (or QA/QC), risk management, and service level management.
Knowledge of methodologies and frameworks governing ICT services such as ITIL 4, PRINCE2, Agile, Waterfall, PMI, ISO standards, and PM2.
Understanding of emerging technologies including cloud, AI, and digital transformation.
Experience with EU procurement terminology and framework contract operations.
Professional certifications like PM2, ITIL 4 Foundation are considered an asset.
